Help Help Duties Major Duties Include But Are Not Limited To Directly supervises and advises staff; Assists in providing program, capital, and space planning; Oversees planning process; Assists in preparing overall Facility Master Plan; Submits specific Project Business Plans; Gathers complex data used to evaluate, develop, and implement required systems and resource planning elements; Support annual capital asset management plan; Assist in developing and maintaining procedures; Provides oversight to coordinate all phases of project activations and moves; Reports on the efficiency and effectiveness of the Space and Activation program; Uses qualitative and quantitative analytical techniques; Coordinates the development of proposals for future program changes; Manages space and occupancy planning and documentation of all site operations; Assists in managing the decomissioning process of deactivated spaces; Provides support to develop, submit, and defend capital project and equipment applications to VISN 17, OCAMES and VACO; Works with multidisciplinary teams to develop space programs, identify program needs, and effectively commission approved projects; Works closely with STVHCS leadership in identifying short- and long-term planning parameters required to adequately accommodate existing and future healthcare demand; Assists in and formulates information used in executive management planning meetings as well as other ad hoc projects and planning initiatives. Serves as technical advisor in support of facility planning and programming initiatives; Assists in formulating STVHCS strategic and capital plan; Conducts various types of presentations utilizing multiple mediums; Recommends and manages space management activities; Interprets CAD drawings; Coordinates the development for all new construction and renovation projects; Provides technical advice and guidance on space management and future projects; Initiates investigations and studies to develop planning, design criteria, and troubleshoot solutions; Stops work that is not in compliance with requirements; Conducts site and construction inspections. Individual Occupational Requirements Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPTS REQUIRED) OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:-Missions, organizations, programs, and requirements of health care delivery systems;-Regulations and standards of various regulatory and credentialing groups; and-Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:- Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;- Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and- Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND Specialized Experience Requirement You must have one year of specialized experience equivalent to at least the next lower grade, GS-11, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; knowledge of the mission, organization, and work processes of programs throughout the organization, complex multi-mission local installation, or equivalent, and the relationships of administrative support activities (e.g., data processing, accounting, budget) to such missions; conducting studies, analyzing findings and making recommendations on substantive operating programs; understanding strategic and facility planning goals and objectives, planning processes, budget preparation, and transition and occupancy planning; scheduling and coordinating all projects in support of major, minor, and station level construction projects; overseeing all master project scheduling; performing detailed analysis and coordination of complex functions and work processes; effectively communicating and formulating, both orally and in writing, reports and presentations.
