Under general supervision, the Cultural Arts Manager is responsible for administering the Citys public arts and cultural programs, promoting the incorporation of art within the community, organizing special events related to arts and culture, providing staff support to the Danville Public Arts Commission, and collecting and developing information related to arts-related initiatives within the community.

  • Create and coordinate arts and cultural programming.
  • Manage and oversee the financial support of public art in the City of Danville.
  • Develop and implement an annual Work Plan in coordination with the Danville Public Arts Commission and appropriate city departments and representatives.
  • Review any necessary management agreements with artists, contractors, community groups, private property owners, and the city as needed.
  • Identify inter-departmental collaborations and sources of funds for cultural arts.
  • Serve as a liaison between the city, artists, cultural organizations, and cultural partners in Danville.
  • Act as administrative support for the Danville Public Arts Commission.
  • Provide professional expertise in the fields of public art, contemporary visual art, creative placemaking, and/or urban design, including current trends and best practices.
  • Develop and maintain appropriate programs, budgets, and project documentation.
  • Research and prepare grant applications or proposals as necessary.
  • Assist department leadership in short- and long-range strategic planning, goals and objectives with awareness of and adherence to the initiatives as outlined in Arts and Culture Plan for the City of Danville, Virginia March 2024.
  • Reports to the Parks and Recreation Director.

ADDITIONAL DUTIES
  • Oversee the administration of the commissioning of new works of public art, including, but not limited to:
    • Project planningDeveloping scopes of work and project budgets, coordinating with the project manager and project architect, and identifying community partners when necessary.
    • Management of the artist selection processDeveloping and distributing RFQs and RFPs, staffing the artist selection commissions, and conducting artist workshops.
    • Project implementationDeveloping contracts, getting necessary approval, coordinating with the project manager, reviewing preliminary and final designs, and monitoring artist progress and compliance with the project contract.
    • DocumentationKeeping records of contracts, photographs, construction drawings, maintenance manuals, and meetings.
    • Community educationAssisting in garnering publicity for projects, facilitating public meetings, and developing educational materials.
  • Performs additional duties to support operational requirements as assigned.

Education and Experience
Bachelors Degree in Arts Administration, Fine Arts, Public Administration or related field, and three to five years of experience.

An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.

Certifications/Licenses
  • Valid Drivers License with acceptable driving record according to City Criteria

Reading
Intermediate: Ability to read papers, periodicals, journals, manuals, dictionaries, thesauruses, and reference materials.

Intermediate: Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.

Math
Intermediate: Ability to deal with a system of real numbers; and practical application of fractions, percentages, ratios/proportions and measurement.

Recommendations regarding policy development and implementation are made and/or recommended. Contact may involve support of controversial positions or the negotiation of sensitive issues or important presentations. Evaluates customer satisfaction, develops cooperative associations, and utilizes resources to continuously improve customer satisfaction.

Independence and Decision-Making
Normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.

Technical Skills
Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.

Fiscal Responsibilities
Oversees budget preparation of a division or department budget. Reviews and approves expenditures of significant budgeted funds for the department or does research and prepares recommendations for organization-wide budget expenditures.

Supervisory Responsibilities
May occasionally direct helpers, assistants, seasonal employees, interns, or temporary employees.

PHYSICAL DEMANDS

  • Work is sedentary in nature, requiring occasional light physical exertion and moving between office equipment.
  • Adequate vision, hearing and talking to use a computer, telephone and communicate effectively with others.

NON-PHYSICAL DEMANDS

  • Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.
  • Regular and predictable attendance is expected.
  • May frequently experience time pressure, changing tasks, multitasking, and working closely with others as a part of a team.
  • May occasionally experience irregular work schedules including work on weekends, evenings, and holidays.

Typically requires use of standard office equipment to included telephone, computer, Microsoft Office, job specific software and related hardware.


WORK ENVIRONMENT

The work is normally performed in an office setting, primarily at a desk in a quiet environment. The employee is not exposed to environmental hazards and does not normally require the use of protective equipment. May require an outdoor or recreational setting.
